About how much does one cost normally, and once they're set in a Hall of Monuments, can they be resold?

once they are set in the HoM, it customizes it for your character. no one would want to buy it after that because it means that only your character can use it.

If you take all the mats and the purchase price, atm it's around 25-30k per wep and a short jog to Slaver's Exile. If you want someone else to do the work for you it'll cost a bit more.
